Tim Doruch is a senior public-sector and strategy leader with over 20 years of experience helping governments and community organizations translate complex plans into measurable results. As a founding partner of Public Impact Partners, he brings deep expertise in financial management, program design, and municipal operations, having led enterprise planning, performance, and risk functions for one of Canada’s largest cities. Tim’s work spans housing, infrastructure, and renewable energy initiatives, with a consistent focus on improving efficiency, accountability, and community outcomes. He is known for his collaborative approach, guiding clients to make confident, data-driven decisions that create lasting public value.

James is a seasoned consultant with over two decades of experience leading strategic transformation, operational efficiency, and service improvement initiatives in complex corporate environments. He brings deep expertise in program and project management, stakeholder engagement, and corporate policy development, with a proven track record of delivering measurable results across cross-functional teams. His consulting style is collaborative and data-informed, grounded in business case development, performance tracking, and executive-level reporting. With a background in intergovernmental affairs, James offers a unique blend of strategic insight, policy acumen, and hands-on execution that supports clients in achieving transformational outcomes.
Muneet Bhatia, Principal

Muneet brings over twenty years of experience in both public and private sectors that spans across service and operational excellence, financial planning and analysis, project management and commercial management roles. Most recently, Muneet worked with the City of Calgary for almost eight years where he led complex, cross-functional, and cross-corporate projects for the City of Calgary. The list of high-impact work includes projects within the Zero-Based Review (ZBR) Program, the Solutions for Achieving Value and Excellence (SAVE) Program, and the Elevate Calgary Program.
